What does the Federal Law say?



At the state level, there is no direct law that would fully regulate the entire procedure associated with obtaining a discount on the purchase of a new car.

This means that if it is exhausted before the established period, it will no longer be possible to purchase a car at a discount.

Please note that the disposal procedure looks like this:

  1. You enter into all necessary agreements with the dealer.

  3. Choose the car you want to buy.
  4. You are waiting for your brand new car if it is not in the showroom at the time of signing the contract.

The question that sounds quite logical is what to do for those who did not have time or were unable to become participants in the program? Is it possible to dispose of vehicles without a certificate (certificate)? This opportunity existed until July 10, 2017. Any car owner who, for one reason or another, decided to get rid of his old car could turn to private companies that provide services for accepting cars for scrap. In this case, the car owner had to first deregister the vehicle with the traffic police and receive a certificate confirming that the car can be sent for recycling. Often such vehicles were deregistered but not actually disposed of. Therefore the procedure was changed. Currently, a car can be deregistered due to scrapping only after submitting a document (certificate) to the traffic police about its actual scrapping.

What kind of document is this

The process of recycling vehicles ends with the receipt of the appropriate certificate (recycling certificate), which confirms the deregistration and transfer of the vehicle to a specialized company.

The form and procedure for filling out the recycling certificate are regulated from January 2010.

In accordance with the requirements of this legislative act, the certificate must be completed jointly by:

  • owner of a motor vehicle. The car owner is obliged to independently indicate personal data and basic characteristics of the vehicle in accordance with the civil passport and;
  • registration division of the State Traffic Inspectorate. The certificate must necessarily contain a note indicating that the motor vehicle has been deregistered, as well as the date of the registration action;
  • representative of the vehicle recycling point.

The disposal certificate must be completed in block letters or using computer technology.

The document is drawn up in 5 copies, each of which is signed by authorized representatives and certified with seals.

So, the certificate issued after disposal of the car reflects the following data:

  1. Information about the owner of the vehicle to be scrapped. Section 1 states:
    • Full name of the car owner;
    • name and details of the document confirming the identity of the car owner (most often a passport is provided, and the details of this document are indicated in the certificate);
    • address of permanent place of registration (registration);
    • contact number;
    • year of purchase of motor vehicles subject to the recycling procedure;

    • full name and legal form of the organization engaged in recycling of motor vehicles;

  3. The next (third) section of the document is devoted to a detailed description of the vehicle. Here you need to specify:
    • year of manufacture of the vehicle;
    • state license plate assigned after registration;
    • make and model of the car;
    • details of the registration certificate and PTS;

  4. The fourth section is devoted to confirming the information specified in the document. Data certification is carried out:

Under what conditions is a vehicle sent for scrap?

The main reasons for recycling motor vehicles and obtaining the appropriate certificate are:

  • natural wear and tear of a motor vehicle and the impossibility of its restoration;
  • delay in re-registration of the car by the new owner after the conclusion or expiration of the leasing agreement;
  • participation in the state program for the acquisition of new motor vehicles with the condition of mandatory disposal of movable property owned by the buyer.

The procedure for recycling a vehicle and obtaining a certificate

So, the procedure for recycling motor vehicles with obtaining a certificate of this procedure is as follows:

  1. Preparation of a package of required documents. Both the owner of movable property himself and his legal representative can collect documents. During the inspection, the numbers on the units installed on the vehicle are compared with the numbers indicated in the PTS and the registration certificate;
    • handing over documents and license plates to the inspector. To receive documents from an inspector, you must register in advance. You can carry out the operation by phone, on the traffic police website or through the government services portal;
    • upon completion of the registration process, a note indicating deregistration is affixed to the certificate of the disposal procedure. In this case, the surrendered license plates can be disposed of or accepted for storage in order to install them on a new car after its purchase and registration.
  5. Transferring the car to a recycling company after drawing up a transfer and acceptance certificate for the vehicle.

Do I need to pay for anything?

In connection with recent changes in current legislation, obtaining a certificate of disposal and deregistration of movable property is carried out without charging a state fee.

Cash will only have to be paid in the following situations:
